A little-noticed provision of this year’s state budget that requires all state agencies, county and city governments, and each of North Carolina’s 115 school districts to make all of their annual budget and spending data available to the public in an online database promises to be a real game-changer.

We first reported about this reform back in July, and today, Becki Gray talks about how it will work.
